METI’s Study for Better Copper Recycling System

Ministry of Economy, Trade and Industry suggested copper materials flow to improve the recycling rate. That is the first attempt to make the flow clear for the ministry. METI said the recycling system needs scrap stock function and higher technology for sort, better design for easy dissection and pre-treatment by rolled copper makers. METI organized the study with smelters, rolled copper makers and distributors. The group tried to find better recycling system through the research for scrap from rolled copper making, waste appliances and automobile in Japan, China and East Asia. The study found mixed scrap without dissection is exported to China due to higher labor charge in Japan and technical problem for metal sorting. The study recommended better recycling network with cooperation with offshore players. The study suggested study to establish scrap pooling system, which is to store under oversupply and to release under tight supply for better supply balance. METI also tries to revise related laws for recycling of appliances, automobile, personal computer and waste from construction.
